User Account Synchronization between OAS and ProjectDox

There are two ways to create an account:

1. The first time a user SSO into ProjectDox. It doesn’t matter if the user has any projects or not. A user can create an OAS account and immediately SSO into PDox at which time the account is created correctly.  If they already have an account in PD then the two accounts will be linked together when the reviewer clicks “Manage My Projects”.
2. Submit an application. When a user has not SSO’ed into PDox,  they must submit an application. Project Creator will create an account in PDox for the user. The account creates with only minimal information.
